Due to inflation, a pita bread seller had to raise the price of his bread from $5 to cover increasing costs.
However, due to existing regulations, he required governmental consent for such price adjustments. Officials rejected his proposal to increase the price to $10, saying it would not benefit the government. They instead suggested raising it to $30.
The sudden increase from $5 to $30 overnight caused a lot of public outrage.
The government took advantage of this opportunity to show that they care about the public. They scolded the seller and said they will decrease the price by 50%. Now, each pita will cost $15.
This arrangement made all parties happy – the government, the citizens and the vendor.

Pita is just a metaphor.
